We are looking to hire an exceptional Senior Advisor, Digital and Tech Transformation, with experience and expertise across technology and government advisory, and with the ability to build recognition of the potential of technologies to unlock potential across all sectors of society and economies. This is a senior role requiring an exceptional candidate with relevant expertise, deep networks with government and/or industry in Senegal and/or other peer countries. The successful candidate should be an experienced and successful leader: Extensive experience of supporting governments or large institutions to leverage technologies for service delivery, and demonstrate an excellent understanding of the ICT ecosystem, as well as general Governments’ machinery Who is experienced in digital and tech transformation, digital infrastructure, digital enablers, or innovation ecosystems and demonstrates a strong ability to translate technical information for a senior political audience Who demonstrates expertise fostering partnerships between government and organisations across the tech ecosystem, from start-ups to funders Who has outstanding management skills and the proven ability to build and inspire teams to achieve exceptional objectives Who has prior experience in developing and emerging economies, and is sensitive to a diverse range of cultural and regional norms, and will foster a positive spirit of collaboration between our countries and our tech transformation offer Fluency in English and French is required

Mission

In Senegal, TBI has been supporting the Government since 2019, supporting strategy elaboration and delivery on key priorities in the Health/e-Health, Agriculture, and Investment sectors, while leveraging tech solutions to structural and specific strategic issues with the purpose of improving lives of all Senegalese. The person will be based in Dakar and must be fluent in French and English. Key Responsibilities The post holder will drive our work around technology and digital transformation in Senegal, leading a tech team based in Dakar. Reporting to the Senegal Country Director, the post holder will also work closely with TBI’s central expert advisors in TBI’s Global Client Solutions (GCS) team in our Government Advisory division, as well as Global Innovation Unit (GIU) and Partnerships & Initiatives (PI) teams to: Design and develop country tech portfolio Define a cohesive country tech portfolio strategy that supports the broader country portfolio and aligns with TBI’s global Digital & Tech Transformation strategy Lead implementation of the strategy with a deep understanding of the political context and sharp focus on progressing centre of government priorities Establish, review, and maintain project goals, plans, proof points and KPIs developing a comprehensive reporting system Engage key stakeholders Establish effective and trusted relationships with senior officials in Government, such as Presidents, Prime Ministers, Ministers, and Special Advisors Secure mandates with at least one key counterpart as regular contact, in service of our mission to support public institution leaders to achieve results that benefit the people of the country and aligned with our Tech portfolio priorities Engage and build relationships with relevant external (non-governmental) stakeholders such as tech hubs/incubators, investors, other not for profit organisations, media, suppliers, and agencies Deliver through the team Ensure the management and development of a high performing and impact-oriented team Serve as the focal point for our tech portfolio in country, project and output quality control and design tools to support execution Engage with the Digital & Tech Transformation Director and his/her team to drive delivery, ideate, troubleshoot, and manage the initiatives across TBI Shape and embody a culture that drives innovation and delivery We will consider supporting relocation for the successful candidate
