Qualifications : Specialized language requirement. Proficiency required to read and write and speak French, a foreign language. Temporary promotions may be extended up to a maximum of five years based on the needs of the agency without further competition. Temporary reassignments may be extended up to a maximum of six years based on the needs of the agency without further competition. Minimum Qualifications : Applicants must have one year of specialized experience at or equivalent to the GS-13grade level of in the Federal service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience advising, directing and overseeing public health programs domestically and/or aboard. Documenting Experience: Experience : refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Mission

Summary : This position serves as the Principal Advisor, and directs and oversees multi-functional program activities involving a broad and complex range of public health programs that are operated domestically or abroad. The work requires an extensive breadth of program knowledge, intensity of efforts, and often managing multiple projects and programs operating concurrently. Programs consist of multiple layers of ethnic and social economic activity. Responsibilities : As an Public Health Advisor (Bilingual) you will: Perform expert analysis of collected data and findings and interprets complex legislative, regulatory, and/or policy guidance for use in managing nationwide public health programs. Serve as senior level evaluator and conducts complex evaluation studies on one-of-a-kind or controversial operating public health programs having far-reaching bureau or department-wide impact. Develops and implements strategies and plans for meeting national program objectives. Coordinate overall administrative and program activities to ensure successful program execution. Prepare, review, negotiate, and/or monitor collaborative agreements, contracts, and/or memorandum of agreement. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary.
