Description du poste

✔ An advanced university degree (Master's degree or equivalent) in geospatial information science, geomatics engineering, cartography, geography or other disciplines that involve geospatial information related programmes is required. A first-level university degree in similar fields in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. ✔ At least 7 years of progressively responsible experience in geographic information (e.g. geographic information system integration, geographic/terrain analysis, image processing, mapping, global positioning system, geospatial related information technology, etc.) or related fields required. ✔ Working experience with the following GIS software is required: ArcGIS (ArcInfo, ArcEditor, ArcView, and its extensions); ERDAS Imagine and Leica Photogrammetry Suite (LPS). Experience with surveying techniques as well as Global Positioning Systems (GPS and GLONASS) both in the field and in data processing and computing is also required. ✔ Field experience in a conflict or post-conflict setting in an international or non-governmental organization is required. Working experience with construction techniques related to concrete works, laboratory and surveying /positioning techniques, site construction management and supervision of works, control of bill of qualities, quality control of materials is desirable. ✔ Experience in writing technical reports and management experience is desirable. Experience in geographic information system design and development, geodatabase design and management, software programming languages, web technology and project management tools is desirable. ✔ Direct experience with geographic information applications including IPB (Intelligence Preparation of the Battlefield), especially in Terrain Analysis Team, is desirable. Experience in working on boarder issues is desirable. ✔ Experience in working with HF and VHF radios, satellite phones, GPS equipment and other communication equipment is desirable. ✔ English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable.

Mission

✔ Coordinate the timely preparation, maintenance and provision of geospatial information and maps in support of the CNMC’s operations; Oversees the collection, processing, evaluation and dissemination of geospatial data; supervise geospatial/terrain analysis studies and prediction of the effects of terrain, weather and situation on the boarders’ operations; monitor and ensure quality assurance/quality control (QA/QC) procedures on all products generated and disseminated by the CNMC, including geospatial data and maps. ✔ Provide substantive support to the Program Manager, in the strategic planning, implementation and management of all geospatial information related matters; assist the Programm Manager in managing the Section, and provide policy support, proposals and options on programmatic/administrative tasks including preparation of budgets, reporting on budget/programme performance, preparation of inputs for results-based budgeting and the recruitment project personal. ✔ Coordinate with counterparts in CNMC parties, UN agencies, Non-Governmental Organizations (NGOs) and the host nation on collection and sharing of geospatial data; undertake the timely exchange of geospatial information between the CNMC and the Cartographic Section of the Department of Field Support; undertake day-to-day geospatial operation matters between the CNMC and the Geospatial Information Section of the UN Global Service Centre (UNGSC). ✔ Manage the Technical Monitoring Team (TMT) supervising the boundary pillars construction work along the Cameroon-Nigeria Boundary line; provide technical support to the pillar emplacement project and act as project resident engineer, working with the contractor in resolving all technical problems on the ground. Participate in preparation of final boundary mapping project document. ✔ Develop and conduct geospatial information training and education programmes for CNMC staff; participate in mission start-up and other field work as required; manage taskforce team and projects; perform other duties as required.

This post is located in the Cameroon-Nigeria Mixed Commission (CNMC) in Dakar, Senegal with prolonged stays in the field (boarder area) from October to March to supervise the pillars construction work along the land boundary. Dakar is classified in the "A" category and as a family duty station. The Geographic Information Systems Officer works under the supervision of the CNMC Programme Manager, The Cameroon-Nigeria Mixed Commission was established by the United Nations to facilitate the implementation of the 10 October 2002 decision of the International Court of Justice on the Cameroon-Nigeria boundary dispute. The mandate of the Commission includes supporting the demarcation of the land boundary and the delineation of the maritime boundary, facilitating the withdrawal and transfer of authority in the Lake Chad area, along the boundary and in the Bakassi peninsula, addressing the situation of affected populations and making recommendations on confidence-building measures.
